It's a not-uncommon refrain, the subtext of which is that public safety is the essential work of government and that other functions are secondary, even extraneous. You not only hear it; you see it in the spending priorities of local governments. In Hernando County, police, fire and ambulance services are among the county's most expensive jobs and the ones it has struggled hardest to pay for. And localities all over the country, including Jacksonville, face financial crises from the ballooning salaries and/or benefits of police and firefighters. Are aquaculture consultants these duties essential? Of course. Safety is our foundation. Ensuring it is the one job government must do before all others. But the danger is that we throw so much support behind these functions feeling we can't do enough for these heroes in uniform that we end up neglecting other important jobs. I could talk about, say, building inspectors, whom hardly anybody considers heroes. But having toured Haiti after its tragic 2010 earthquake, I've seen what can happen without them: in a word, catastrophe.

The report Scottish aquaculture: a view towards 2030 follows a six-month scoping study into the innovation needs of the sector, commissioned by the Scottish Aquaculture Innovation Centre (SAIC) with support from Highlands and Islands Enterprise, and conducted by independent consultants Imani Development in partnership with SRSL. The study used a combination of desk research, data from two key industry events, and targeted interviews with industry leaders and regulators to inform an innovation roadmap that sets out the needs of the sector according to urgency and impact, and recommends a pathway of actions through to 2030. Addressing these actions will, in turn, help achieve the recommendations of the industry-led Aquaculture Growth to 2030 strategic plan that was published in 2016. Commenting on the launch of the report, Stewart Graham, Managing Director of Gael Force Group and co-Chair of the ILG said: I welcome this work which is complementary and supportive of the industry strategy set out in Aquaculture Growth to 2030. With a focus on innovation, it captures the current state of the industry, supports the strategic priorities to 2030 and outlines how to achieve them through innovative R&D. The resulting roadmap gives a clear and unified picture of whats needed and by when. Heather Jones, CEO of SAIC added: Several of the issues highlighted by the report as being urgent and high-impact, such as disease, feed, licencing and regulation, and spat availability closely mirror SAICs own priority innovation areas which were identified by the industry during our initial engagement with the sector. We look forward to collaborating with existing and new partners alike on additional innovative R&D in these areas, and playing a core role in helping the industry achieve its growth ambitions. The ILG, which will meet quarterly from February 2017, is co-chaired by Jim Gallagher, Managing Director of Scottish Sea Farms, and Stewart Graham, Managing Director of Gael Force Group. Lucie County, the nonprofit Harbor Branch Oceanographic Institute Foundation accuses FAU of a brazen power play aimed at seizing control of the Harbor Branch foundations $68 million endowment and the millions it receives from the sale of specialty license plates. The Harbor Branch foundation said FAU told the marine science center of its plan to eliminate the position of foundation Chief Executive Katha Kissman. Her role would be taken by Daniel Flynn, the schools vice president of research, the suit said. FAU intends to impermissibly take over Harbor Branchs grant-making function, thus eliminating any oversight, transparency and accountability for the funds that Harbor Branch provides to FAU, the suit said. RELATED Empty seats greet FAUs big bet on football Asked about the dispute, FAU said the Harbor Branch foundation misunderstood the schools intentions. FAU is surprised and disappointed that HBOI Foundation has misinterpreted our commitment to our partnership and to our shared responsibility for efficient and proper stewardship of our resources, a spokeswoman said in a written statement. This lawsuit is an unfortunate distraction that we hope to move past quickly so we can return to achieving our shared goals to fill our respective missions. The nonprofit Harbor Branch foundation and the state university entered into a partnership in 2007. Harbor Branch gave 138 acres along the Intracoastal Waterway in St. Lucie County to the state, and the state in turn leased the property to FAU. Since 2008, Harbor Branch has received nearly $25 million from sales of Florida tags with the slogans Protect Wild Dolphins, Protect Florida Whales, Save Our Seas and Aquaculture. For the year ending June 30, 2015, the Harbor Branch foundations tax return showed revenue of $4.7 million, expenses of $6 million and net assets of $68.7 million.
